The
Seventeenth Meeting of the Executive Committee decided that there should be an
investigation of the practicality and implications of taking operating savings
resulting from recovery and recycling into account and adjusting at a
subsequent meeting of the Executive Committee institutional-strengthening
grants or any other Fund-supported activity related to ozone layer protection
for the country concerned on the basis of reported quantities of recovered
ozone-depleting substances. This would not apply to small demonstration
projects, and requested the Secretariat to prepare a paper on the subject for
submission to the Committee at its Eighteenth Meeting.

The Twenty-fifth Meeting of the Executive
Committee decided to request the Secretariat to undertake further study on the
question of the gains arising from recovered and recycled ozone-depleting
refrigerants, which would lead to a renewed discussion within the Sub-Committee
on the issue of offsetting benefits in large recycling efforts.
