MULTILATERAL FUND FOR THE IMPLEMENTATION OF
THE MONTREAL PROTOCOL
POLICIES, PROCEDURES, GUIDELINES AND CRITERIA

This
Report contains the policies, procedures, guidelines and criteria of the
Financial Mechanism under the Montreal Protocol on Substances that Deplete the
Ozone Layer as established by the Meetings of the Parties under the Montreal
Protocol and elaborated by the Executive Committee of the Multilateral Fund in
accordance with its terms of reference.
The
policies, procedures, guidelines and/or criteria in each section are grouped by
subject area (indicated in bold characters). Description provided for each
entry is quoted from the Final Report in which the entry was adopted. The
reference document or documents related to each entry are presented in small
italic characters. The date of either the Meeting of the Parties, or the
Meeting of the Executive Committee at which the policy, procedure, guideline or
criteria was considered and adopted, is indicated along with the reference
document. A list of supporting documents, if any, is also provided for entries
mainly related to procedures and guidelines.
Appended
to the Report is the list of the documents (reference number, title and date)
used in the preparation of this Report and dates and venues of the Meetings of
the Parties to the Montreal Protocol and the Executive Committee of the
Multilateral Fund.

From the Nineteenth Meeting of the
Executive Committee onwards (May 1996), this compendium has included in it
every decision of the Executive Committee and the Meetings of the Parties which
establishes rules, policies or procedures, or could have any impact on the
future operation of the Fund. That is, all decisions are listed other
than those relating to approval of funding for specific projects or activities.
Thus the compendium is both a
reference document on the correct rules and policies of the Multilateral Fund and
a complete record of related decisions of the Executive Committee. The
compendium is updated, in full, three times a year after each meeting of the
Executive Committee.
The Parties to the Montreal Protocol established at their Second Meeting
an Interim Financial Mechanism for the period 1991-1993 or until such time as
the permanent Multilateral Fund Mechanism is established for the purposes of
providing financial and technical co-operation, including the transfer of
technologies, to Parties operating under paragraph 1 of Article 5 of the
Montreal Protocol to enable their compliance with the control measures set out
in Articles 2A to 2E of the Protocol.
The Mechanism, contributions to which shall be additional to other
financial transfers to Parties operating under that paragraph, shall meet all
agreed incremental costs of such Parties, in order to enable their compliance
with the control measures of the Protocol.
The
Mechanism shall include a Multilateral Fund and may also include other means of
multilateral, regional and bilateral Secretary-General of the United
Nations to establishing the Interim Multilateral Ozone Fund in accordance with
the financial rules and regulations of the United Nations and to its
administration by the Executive Director of UNEP. The account established with
UNEP would receive contributions to the Interim Multilateral Ozone Fund and
would make transfers from it according to directions provided by the Executive
Committee.

The Executive Committee requested the
Secretariat of the Vienna Convention and its Montreal Protocol to continue
providing secretarial services to the Multilateral Fund. All expenses related
to these services will at a later stage be charged to the Multilateral Fund.

The Interim Multilateral Fund for the Implementation of the Montreal
Protocol was established on 1 January 1991 and operated until December 1992.
