[1] Paragraph 3 (UNEP XE "UNEP" /OzL.Pro/ExCom/34/53): The Secretariat is fully conscious that this exercise of introducing changes is proposed to be made in the modus operandi of an institution which has been in operation XE "operation"  for over 10 years and therefore proposes to take the following approach:

(a)  build on the existing infrastructure: Changes are proposed only after an in-depth review of the existing system to identify any specific deficiencies with a view to rectifying them to make the system function more effectively under the new circumstances;

(b)  determine an appropriate transitional XE "transitional"  period: Since changes must be introduced without interrupting the momentum which has been created in the grace period, adequate time should be made available for the various partners involved to get acquainted with, and implement the changes;

(c)  introduce changes step-wise: The policies, guidelines XE "guidelines"  and operating procedures XE "procedures"  of the Fund have evolved over the yeas into an organic whole and at the same time follow a sequence either on the basis of substance or operational need. For instance the funding policies will determine the kind of implementation modalities and operational guidelines to support the policies, which will in turn, determine the operating procedures that have to be adopted. This will be the sequence that these issues will be reviewed and introduced. As a result the current paper will not address the various operating procedures and business XE "business"  practices, like the performance XE "performance"  indicators of business plans, however they will have to be reviewed to determine their continued relevance in light of new operating policies and operating modalities of the Fund.

[2] List of products and equipment XE "equipment"  containing a controlled substance specified in Annex A or B of the Montreal Protocol XE "Montreal Protocol" : 1) automobile and truck air conditioning units (whether incorporated in vehicles or not); 2) domestic and/or commercial XE "commercial"  refrigeration XE "commercial refrigeration"  and air conditioning/heat pump equipment (when containing controlled substances XE "controlled substances"  in Annex A or Annex B as a refrigerant XE "refrigerant"  and/or in insulating material of the product) (e.g. refrigerators, freezers, dehumidifiers, water coolers, ice machines, air conditioning and heat pump units); 3) transport refrigeration XE "refrigeration"  XE "transport refrigeration"  units; 4) aerosol XE "aerosol"  products, except medical aerosols XE "aerosols" ; 5) portable fire extinguisher; 6) insulation boards, panels and pipe covers; 7) pre-polymers.
